Russia gives powers to FSB to prosecute 'thought
crime'
The Russian security service has been given
extended powers to act against people for so-called
"thought crime" under a new law which
opponents say marks a return to Soviet-era policing.

The bill, criticised by rights groups, would allow
the Federal Security Service (FSB) to issue official
warnings to individuals whose actions are deemed to
be creating the conditions for crime.
Rights groups say the bill would essentially put
the special service above the law and harks back to
Soviet times when the much-feared FSB predecessor KGB
used warnings to persecute dissidents.
The bill had already sailed through the lower and
upper houses of parliament and was today signed into
law by the Russian President, Dmitry Medvedev.
The opposition says the FSB security service is
already extremely powerful and empowering it further
would contravene Mr Medvedev's pledge to liberalise Russia.
In response to protests from human rights
activists, lawmakers earlier removed an amendment
allowing the FSB to summon people to their offices to
hand out the warnings and also publish their warnings
in the media.
Earlier this month, Mr Medvedev launched a staunch
defence of the law, saying its aim was to improve
Russian legislation and had been drawn up on his
personal orders.
"Every country has a right to fine-tune its
legislation, including in respect to special
services," he said. "And what is happening
today – I would like you to know that – has
been done on my direct instructions."
Under the 2000-2008 presidency of Vladimir Putin,
a former KGB agent, the FSB dramatically increased
its influence over Russian society.
Human rights activists had hoped his successor Mr
Medvedev, a lawyer by training without a KGB past,
would put the special services in check.
But Medvedev's critics say the Kremlin chief has
promoted only cosmetic reforms and Russians have not
become freer under his rule.

What happened to all the missing
foreign children?
THERE IS something about a photograph. When you
don’t know someone personally, a photograph
makes the person real and vivid in a way no amount of
verbal description can. When the person has
previously just been just a statistic, the impact is
infinitely greater, writes BREDA O'BRIEN
Although I have often written about the scandalous
numbers of children who have gone missing while in
the care of the Health Service Executive, somehow I
had never visited the http://ie.missingkids.com
website. When I finally did so last week, I found
myself stunned that there is not a daily outcry to
find these young people.
Are we, as Phil Garland, HSE assistant national
director for children and families, suggested, simply
racist? The first thing that struck me was the huge
amount of foreign faces, although it is a website for
all missing children.
Among the girls, many are Chinese or African. Two
in particular caught my attention – Xiao Ming
Chen, aged 15, with her heavy fringe, fragile
shoulders and tense, pretty face, and Caroline Njoki
from Kenya, aged 13, with her huge, sombre eyes.
As a second level teacher, they remind me of
pupils. I can only imagine the resources that would
be marshalled and the blanket media coverage if Irish
children whom I teach went missing. Between 2000 and
2009 a total of 501 migrant children went missing
from HSE care. Only 67 have been successfully traced.
There are 434 missing children, and we go about
our daily business as if nothing of any major import
has happened.
A November 2009 Report of the Office of the
Children’s Ombudsman on separated children
highlighted the stark contrast between how Irish and
asylum-seeking children are treated. From January to
May 2009, apart from children seeking asylum, 53
other children went missing from HSE care.
Of these, only two remain missing, and even here,
contact was made with them. From January to May 2009,
27 asylum-seeking children went missing, and at the
time of the report’s publication, only two were
accounted for. (Seven more have since been traced.)
In a bitter irony, an asylum-seeking child who was
assisting the ombudsman’s office with its
research went missing from school. By the time of
publication of the report, her picture had not
appeared on the missing children’s website, and
there was no publicity about the case.
It is more than puzzling that, given there are 434
missing children, my own search of ie.missingkids.com
for the last 10 years showed up records for only 48
girls and 90 boys. Why are the others not on the
website?
One Opposition TD, Denis Naughten of Fine Gael,
has been on a mission for some time to raise
awareness of the plight of these young people. When
he spoke to me during the week, he confirmed that the
numbers of children disappearing dropped dramatically
towards the end of last year.
As far as Naughten can ascertain, five children
disappeared in September, of whom three were traced.
None disappeared in October and November, and one in
December. (The child in December was traced and
returned to care.) He finds it difficult even to get
facts and figures from the HSE. His requests for
figures for January have not, to date, even been
acknowledged.
He went on to say that while it is good that the
numbers are dropping, what about the more than 400
still unaccounted for? He suggests imagining an Irish
teenager missing in, say, Russia, with no knowledge
of the language or culture, and vulnerable to every
type of exploitation.
A statement from the HSE said that the issue of
separated children who go missing from care was
complex, and was sometimes simplified and
sensationalised.
“It has been unsubstantiated that any of the
children who go missing from HSE care have been
trafficked.” So where are they then?
When we look to our nearest neighbour, Britain,
the assertion that those alleging that these children
may have been trafficked are just simplifying and
sensationalising the issue begins to sound hollow.
The Guardian newspaper has carried out a number of
investigations of children who went missing very
quickly from state care, and in particular, Chinese
children. The newspaper’s reporters have even
travelled to China, to the province of Fujian, from
where many of the children who end up in Britain
originate.
A very disturbing picture emerges. Communities
club together to fund a person to go abroad, in the
expectation that the person will thrive and send
money home regularly. A Chinese researcher posing as
a would-be migrant was told that if she could raise
£15,000, getting her into Britain by a circuitous
route would be no problem.
What about her 12-year-old sister, the researcher
asked? No problem. They send lots of children, and
“it is 100 per cent safe”. Far from being
safe, the Guardian uncovered ample evidence that many
Chinese girls end up in prostitution.
Another Chinese woman working on behalf of the
Guardian answered an advertisement for a housekeeper
in a brothel, and discovered young, exhausted and
utterly demoralised young Chinese women there who had
been trafficked. They were too ashamed to tell their
families what had happened. “You grit your teeth
and endure the pain,” one said.
Is the same happening in Ireland? Are others in
virtual slavery, working in homes and businesses? No
doubt many have been moved out of Ireland, as it is
recognised that Ireland is seen as an EU entry point.
It is important to acknowledge progress, such as
the gradual closure of unsuitable hostels, and a
reduction in the numbers who simply walk out of HSE
care, never to be seen again.
However, what about finding the children missing
to date? Is it not about time the Irish public joined
Denis Naughten and other children’s rights
advocates in the demand for answers?

detailing the dissemination of child pornography on
the Internet, The Irish Independent has uncovered
disturbing new evidence of organised paedophilia in
this country. A special investigation by Gemma
O'Doherty and Jerome Reilly finds the stereotype of
the `dirty old man' has been replaced by wealthy
businessmen prepared to take major risks in

Shocking new evidence of highly-organised
paedophile networks operating along the east coast
and preying on children as young as 11 years old has
been uncovered by an Irish Independent investigation.
As well as a number of loosely-structured
paedophile rings centred on Dublin, there is
compelling information from a number of childcare
professionals that a sinister group of sexual
predators are exploiting a number of children in the
Louth region.
But it has emerged that the Louth connection is
just one element of a coherent and systematic abuse
of possibly hundreds of children, involving the
distribution of child pornography and the exchange of
information about potential targets. Strong evidence
was contained in the recent Murphy Swimming Report
indicating that a ring of contacts may have been
operating in the sport which has seen two of its
national coaches charged with sexual assaults and
rapes and another leading figure convicted of double
murder, his motive believed to have been his
desperation to keep secret his sexual exploits with
an underage swimmer.
In the west of Ireland, too, there is compelling
evidence of a paedophile network in operation. As
exclusively revealed by The Irish Independent, gardai
in Galway are amassing an extensive dossier to go to
the DPP on sinister activities in the Salthill suburb
of the city.
The internet is just one of the tools used by
members of the rings to keep in contact and satisfy
their lust for ``new material.''
In Dublin senior officers from the Sexual Assault
and Domestic Violence unit based at Harcourt Square
are still conducting a major investigation into an
organised child sex ring involving girls as young as
12.
One alleged ringleader is presently before the
courts, but gardai have now widened their
investigations in their efforts to crack a
significant paedophile network for the first time.
Further arrests are expected. Some vulnerable
children, many of them homeless or in care, have been
drawn into `survival sex' selling their bodies for
money.
Along the east coast a core group of about 30
serial paedophiles have been identified so far, many
of them professional, middle-aged married men.
Businessmen, managing directors and wealthy
property-owners who are willing to travel long
distances to indulge their sick perversion are major
figures in the network.
Evidence began to emerge in Dundalk two years ago
when suspicious activities at a phone box in the
centre of the town came to the attention of youth
workers. As darkness fell each evening the
youngsters, of both sexes emerged from the side
streets and outlying housing estates around Dundalk.
Drawn by the promise of money, gifts and alcohol,
the children would wait for a phonecall to the
coinbox. Arrangements would be made. Many of the
paedophiles had their own favourites and would be
checking on their availability.
Within moments a car, sometimes a top of the range
executive saloon would pull up and the victim would
step quickly into the front seat. From there they
would be taken to secluded locations around the town,
the racecourse, the industrial estates, and the
coast, where they would be subjected to the vilest
forms of sexual abuse.
Although many of the paedophiles operated
independently, some of the youngsters say there was
also collusion between groups of men. They told
childcare workers they were video-taped during group
sex sessions.
Brian Doyle, a youth project manager based in
Dundalk, has been highlighting the sexual
exploitation of children in the area for more than
two years. He believes that Dundalk is the geographic
centre of a major paedophile ring operating along the
east coast.
``The dogs in the street know about it and who is
involved. It is not confined to Dundalk but it would
seem to one of the central locations.''
Doyle believes that since the problem was first
highlighted, it has worsened but the perpetrators
have gone further underground. The phone box is no
longer the focal point and meeting places change
frequently. ``The situation seems to have
disimproved. What happens is that when these men feel
they are at risk of being caught, they become
cleverer and get more of a thrill out of it.
``They may even become more active. The higher the
risk the greater the buzz for them but they also
become more dangerous. These men are by no means on
the dole. Many of them are professionals who arrive
in Mercedes and BMWs.''
Brian Doyle is not a lone voice.
The Irish Independent has confirmation from three
senior figures working in Co Louth of the existence
of an organised network of child abusers. It has also
emerged that the gardai, concerned with the
persistent nature of the allegations have been
conducting an investigation.
But Supt Michael Staunton says that evidence has
been difficult to obtain. One case was processed
through the courts and a conviction was obtained in
the District Court. However, the conviction was
overturned on appeal.
``I can say that surveillance has been on-going by
the gardai. We have spoken to parents, community
groups and the health board. Although we are aware
that a number of youngsters are out of the control of
their parents or those who have authority over them,
it is extremely difficult to gather strong evidence
about those alleged to have been exploiting them,''
he said.
Supt Staunton added: ``To be honest, there has
been precious little evidence so far to support the
view of a large-scale organised network.''
However, the North Eastern Health Board (NEHB)
have expressed its grave concern. They say that at
any one time as many as 12 children in the area are
at serious risk of sexual exploitation by adults.
Denis Cahalane, Child Care Manager with the NEHB,told
the Irish Independent: ``We have been aware of this
for three years but it is very difficult to get
concrete evidence of those involved. We know of
situations from time to time of children who have
gone missing for up to 36 hours.''
Mr Cahalane stated that there is no evidence to
suggest that the situation is any worse in Dundalk
than it is in any place of similar size.
But Rosie Toner, a Project Manager with the Health
Board-funded Youth Initiative Partnership Programme,
is firmly convinced that a paedophile network is
operating in Dundalk. ``That is most definitely the
case. I have come into contact with children who are
being manipulated and targeted by an organised group
of sexual abusers.
``They are not operating from just one location
and the way they target children varies. I am very
disturbed by what young people have been telling
me,'' she said.
Minister for Social, Community and Family Affairs
Dermot Ahern told the Irish Independent he was aware
that a number of vulnerable children have been drawn
into exploitation by paedophiles in Dundalk. ``Very
strong suggestions have been made to me by parents
that an organised paedophile ring is operating in the
town. I have no reason to disbelieve them,'' he said.
Calling for vigilance, he appealed for anyone with
information to come forward to the gardai.
Youth Community leader Liam Adams says there is a
strong local involvement in what he described as a
``very well-organised arrangement'' which may also
have links in Donegal. ``We have names of well-known
business people who we are 100pc sure are involved.''
But he says that the authorities should be doing
more to investigate the situation based on the
evidence which has emerged so far.
Registration numbers gathered by social workers
who have conducted their own surveillence on
activities based around Dundalk during the last two
years have been handed over to the gardai for further
investigation.
The allegations of an organised ring extending
from Belfast to Wexford first came to light last week
at a social study conference in Donegal.
The social worker who made the claims, Paul Flynn,
team leader of the Crosscare Aftercare Support Unit
in Dublin, described the ring as ``one of the most
extensive in operation'' and that gardai were aware
of its existence.
A number of young men who had abandoned
prostitution had disclosed that they had been abused
by a network of men who knew each other and were in
regular contact with each other. These same men are
still targeting children in Leinster.
Paul Flynn believes several hundred boys between
the ages of 10 and 16 are being subjected to major
sexual abuse by a group of approximately 50
highly-organised, highly professional individuals who
were co-ordinated from Dublin.
The registration numbers of cars observed in
suspicious circumstances originate from border
counties, including Louth, Monaghan and Down, as well
as Dublin and Meath.
Several national figures involved in the area of
child protection have expressed their concerns about
the existence of loosely-organised paedophile rings
operating in Dublin.
Owen Keenan, Chief Executive of Barnardos,
believes that paedophiles may have infiltrated local
authorities and care agencies involved in the
protection of children. He said he was not surprised
by claims of organised child sex abuse. ``There are a
lot of sinister things happening and there is
certainly enough anecdotal evidence to be very
suspicious.
`We know that there is a market for sex with
children. We know there is a degree of organisation
and a sharing of information.''
``I cannot believe there is no infiltration of
services for children. Any manager of a childcare
project who believes that it is not possible for
paedophiles to infiltrate childcare services is
negligent, to say the least.''
``We've seen so much abuse of children in recent
years,'' says the director of the Dublin Rape Crisis
Centre, Olive Braiden. ``We've seen it in swimming,
in the number of clerics who've been found guilty and
there is no reason not to believe that there are
other organised groups in which it is going on. There
is a culture of secrecy in Ireland,'' he added.
According to Fr Peter McVerry, who has been
working with some of the most vulnerable children in
Dublin for years, it is obvious that a significant
number of Dublin paedophiles know each other and are
in regular contact. He speaks of loosely-organised
groups. ``There is no question that there is
collusion.
Many of them are self-made wealthy men. There is a
perception that these people are dirty old men
dressed in raincoats. That is not the case. Very
often they may be pillars of the community, with
wives and children.''
Childcare agencies have found that such is the
demand for children, there is evidence that younger
women involved in prostitution have been dressing
down in an effort to make themselves look younger.
Some of them dress in ankle socks and wear pony-tails
in their hair to give the impression that they are
younger than they actually are.
In some cases, it has been established that
parents have been offering their children to men in
exchange for money. There is also evidence that
brothels in Dublin have arrangements whereby children
can be ordered from them.
Demands were recently made by local residents to
have the public toilets in a housing estate in
Dundalk demolished after children were being
approached by men in cars. Brian Doyle first became
concerned that children in Dundalk were being abused
when he observed the explicit nature of some of the
language they were using.
Along with other child care workers in the Dundalk
area, he has carried out surveillance. Doyle believes
that a special unit is now needed to deal
specifically with the situation in Dundalk needs to
be established.
``We have reached a crisis point now. These are
the Celtic Tiger Cubs, the most socially excluded
children in our society. I've seen so many kids
sucked into this and watched their lives being
destroyed.
``So little has been done to try to stop it. Where
are the care units for these children? Where are the
resources? Where is the zero tolerance this
Government spoke about before it was elected? We have
to stop denying that it's going on. If you deny it,
it festers and grows. We all need to work together.''

The Health Service Executive now believes that
approximately 200 children have died in state care in
the last ten years.
The figures are emerging as part of a nationwide
probe and are ten times greater than the previously
admitted number of deaths - the HSE had said that 23
children had died in care.
The HSE has been auditing its own files following the
controversy that emerged after the publishing of a
report into the death of teenager Tracey Fay.
A senior figure in the HSE told The Sunday Business
Post that it still did not know the precise number of
children that had died while in care, but it was
feared that the true tally could be in the order of
200.
Jillian van Turnhout of the Childrens Rights
Alliance, said she was &lsquo&lsquodeeply
saddened hear the number may be that high.
Barry Andrews, the Minister for Children, has
conceded that the HSEs figure of 23 deaths may have
been an underestimate. He asked the HSE to validate
its figures in March and to check whether there were
other cases that should have been investigated.
A spokesman for Andrews said the Minister had yet to
be given a definitive figure. He expressed concern
about the delay.
The deaths of children in care has been the focus of
intense scrutiny since Fine Gaels spokesman on
children, Alan Shatter, used Dáil privilege to
publish a draft report into the death of teenage
mother-of-two Tracey Fay in 2002. In the wake of the
controversy over that report and the HSEs refusal to
publish other reports into the deaths of children in
its care, Andrews established an independent group to
examine the deaths of children in care.
The minister appointed Norah Gibbons of Barnardos and
solicitor Geoffrey Shannon, a child law expert, to
the group. The Childrens Rights Alliance, which
represents 90 voluntary bodies working with children,
has welcomed the ministers move, but said that the
group should become a permanent body which
automatically investigates all deaths in care.
Last Friday, the HSE confirmed it had appointed
members of a review panel for serious incidents to
review the death of Daniel McAnaspie, who was
murdered while in the care of the state. The
17year-old went missing in February and his body was
found last week.
There are more than 5,000 children in the care of the
state at present.

been hijacked by what these reports are

Latvia and Russia passports, and which we had

Western news reports are, also, confirming the
retaking of the Arctic Seawith Mikhail Voitenko,
editor of the online Maritime Bulletin-Sovfracht,
stating that he had spoken overnight with some of the
Russian sailors and was &ldquomore
puzzled than ever

vessel had all the necessary modern means of
communication and emergency alarms, and was located
in waters where regular mobile telephones work,"
he said at a news conference. "To hijack the
vessel so that no one makes a peep &mdash not one
alarm goes off &mdash can you imagine how that
could be? I can't. Voitenko, whose company Sovfracht
specializes in anti-piracy security consulting, said
the hijacking was beyond the means of ordinary
pirates.
Not being largely known to the American people,
but very well known to the rest of the World,
is that their Central Intelligence Agency (CIA) is in near total

neither the Obama administration, or those US
Military Forces still loyal to their new President,

reports that the thermitic explosive used to
such destructive and deadly effect has been

of the explosives used to collapse the World Trade
Center buildings during the September 11, 2001,
attacks against the US (said to be the CIAs
calling card), and which had been previously
identified by Dr. Niels Harrit of the University of
Copenhagen in his seminal report titled Active
Thermitic Material Discovered in Dust from the 9/11

What brings these reports though from the mere

disaster caused by a still unexplained
explosion on the K-141
Kursk, and which claimed the lives of all 118
crew members.
According to these reports, the Northern Fleet,
working conjointly with Finland Military Forces,
utilized the underwater capabilities of the Arctic
Sea [photo second left] to locate and raise the 3
missing Nuclear Armed P-700 Granit Anti-Ship Cruise
Missiles that Russia had not allowed to be salvaged
by the Dutch companies Mammoet and Smit International
contracted to raise the Kursk in 2001.
Once the nuclear armed cruise missiles were safely
aboard the Arctic Sea, these reports continue, their
journey was to have taken them across the Atlantic to
the United States where they would then be
transferred to the care of the US National Nuclear
Security Administration where they would then be
safely dismantled at what is called the Pantex Plant
located in the State of Texas as per the provisions
for eliminating these weapons contained in the
Strategic Arms Reduction Treaty (START
II).
This did not happen, however, as these reports
state that when transiting the English Channel the
Arctic Sea was hijacked by as yet unidentified
commandos who stormed the ship purporting to be anti-drug
police in what the Maritime and Coastguard Agency
is calling a most bizarre
situation.
Upon learning of the theft of these weapons, Prime
Minister Putin and President Medvedev held emergency
talks&rdquo with Finish President Tarja
Halonen at the Black Sea resort of Sochi after
which Medvedev ordered
an immediate search begun for the Arctic Sea using all
available resources of the Russian Fleet.
Western news sources are reporting that Russian
nuclear attack submarines are being sighted all along
the Eastern Seaboard of North America as Russias
Commander-in-Chief of the Navy Vladimir
Vysotsky, has stated that All
ships and vessels of the Russian navy in the Atlantic
have been dispatched to search for the missing ship
Most important to note in these reports, in our
opinion at least, is the grave concern being
voiced by the FSB and GRU that the Arctic Seas
hijacking may possibly be linked to the upcoming event
being planned to occur in the United States on, or
about, August 22nd, and which these
reports warn could very well see all of North America
thrown into complete chaos.
To what this chaos will be about is open to much
speculation, but, perhaps, these Americans should
heed those words of warning being increasingly
shouted at them, such as those from the World Net

payment).

the party is over. And when the government can't
provide the goodies anymore, well ... it's anybody's
guess where those Obama Democrats will turn next
time. The elites would go for the European Union. I

A man died after falling ill while in garda custody,
the Garda Ombudsman confirmed today.
Johnny Nevin was arrested at his home in Templemore,
Co Tipperary yesterday following a disturbance and he
was brought to the local garda station.
The Garda Siochana Ombudsman Commission, which is
investigating the death, said the 39-year-old became
unwell at the station and was taken by ambulance to
Nenagh Hospital.
He died yesterday evening.
It is understood he may have taken alcohol prior to
his arrest.
A post-mortem examination was to take place today at
the Mid-West Regional Hospital in Limerick.
The Ombudsman&rsquos office said it was notified
of the man&rsquos death under Section 102 of the
Garda Act 2005, which states it must be contacted to
investigate whether the conduct of a garda resulted
in the death or serious injury of a person.
It is the second death in garda custody in the last
week.
A man arrested last Tuesday evening was found dead in
his cell at Tallaght Garda Station.
The Ombudsman&rsquos office said Garda
Commissioner Fachtna Murphy had referred the death to
the independent investigators.
It is understood the dead man was discovered in a
cell during a routine check.

Caution: Garda at work!
To people living in the North Inner
City, the Sadly, this will not come as a surprise to
anyone who has witnessed the operations of the Gardai
when dealing with the citizens of the city. There has
always been something of a siege mentality amongst
the enforcers of law and order in our streets. They
appear to have little problems with the force part,
whereas their efforts at winning respect within the
community have been negligible. Indeed one of the
Gardai that quite visibly lost the run of himself on
the &lsquoReclaim The Streets&rsquo in May
2002, turned out to be a community guard. Obviously
on that sunny evening, when he covered up his numbers
and flayed his baton wildly into people, thugery came
easier to him than did his community work.
The issue is that the Gardai appear to have precious
little respect for the people that they&rsquore
supposed to be there to serve. Their purpose has
always been to protect the property of the bosses,
and they appear to be able to get away with murder
after that. As long as normality is maintained, then
they have carte-blanche to deal with the public.
Every year there are over 1200 complaints to the
Garda Siochana Complaints Board. Many of these
don&rsquot appear to go anywhere. Less than ten
per cent appear to reach some sort of conclusion and
they get reported in vague bureaucratic language like
they were &lsquoinformally resolved at local
level&rsquo. Many complaints appear to get
withdrawn or appear to be deemed
&lsquoinadmissible&rsquo. In 2004 the
Director of Public Prosecutions only managed to start
proceedings against a mere 3 Gardai, in respect of
just 2 complaints.
The feeling is that this is an exercise in futility,
complaining about the cops to a board that is made up
of ex-cops who know where they stand on the issue
long before they&rsquove heard the any
statements.
The campaigners for Terence Wheelock are brave. They
have shone a light into a dark corner of how the
state conducts its business and we should all be
grateful for that. The call for an independent
inquiry must be heeded and it is about time the boys
in blue were held accountable for their actions. That
is never going to happen in the present set up. When
the law enforcers are above the law, justice has to
be fought for.

A well-organised paedophile ring involving civil
servants, ex-clergy, members of political parties and
even gardai infiltrated the child-care system in
Ireland.
Now campaigners believe that there were links
between the Dublin-based ring and members of a
well-organised paedophile ring which infiltrated the
child-care system in north Wales, and which was
finally exposed and broken up in the mid-1990s.
While the Catholic Church has been vilified in the
Ryan Report there are now calls for an inquiry into
the role of non-clerical abusers in state-run
institutions
The Government has been taking a more severe legal
attitude to victims of abuse in State-run schools and
other institutions than the Catholic Church has to
victims of clerical abuse, they say. The Department
of Education has "taken on" one such
victim, Louise O'Keeffe, who was raped by the
headmaster of her school in west Cork when she was
eight years old in 1973. Although former primary
school headmaster Leo Hickey was convicted of
multiple rape and abuse of children, Ms O'Keeffe was
left with a legal bill of &euro500,000 after the
State successfully fought her claim for compensation.
Hundreds of victims of rape and abuse by
non-clerical teachers or care workers in the State's
employ have received letters from the Dept of
Education threatening that their cases will be
fought.
Ms O'Keeffe, the High Court heard, suffered
"catastrophic injuries" at the hands of the
paedophile rapist Hickey -- who nevertheless
continues to be paid his State pension of
&euro26,000 a year.
Among the figures identified but never exposed
because of insufficient evidence is a retired senior
civil servant who would have the power to suppress
indictments and reports on sex offenders.
Another is a retired former senior garda in Dublin
who had well-known links to senior clergy and who was
accused of raping a 13-year-old boy. The garda was
transferred from a city station after the allegation
but was never questioned or charged.
And at least one senior care worker remained in
public employ until the mid-1990s, despite repeated
claims by boys that he was an abuser and brought
paedophiles from Britain and Northern Ireland to care
homes to abuse boys.
Many boys who passed through the state-run homes
later became teenage prostitutes. Several have made
allegations about a ring of apparently rich and
well-connected paedophiles with access to the homes
in the 1980s.
In an ironic twist, an Irish woman who has been
raising the issue of abuse of children in State-run
institutions in Dublin, Loretta Byrne, was
effectively forced from her job in the Department of
Education in 1988 after she persisted in seeking
action about allegations of abuse of boys in care.
Among the boys who claimed to have been raped in
the late 1980s was Brendan O'Donnell, who went on to
murder Imelda Riney, her three-year-old son Liam, and
Fr Joe Walsh in 1994.
One home where Loretta Byrne says there was strong
evidence of abuse was Trudder House in Wicklow, which
was opened and run directly by the State in the 1970s
specifically for Traveller children.
One of the first directors of Trudder House in
Newtownmountkennedy was Duncan McInnes from Scotland,
who raped and abused dozens of children in the home.
He fled the country after complaints were made in
1981. He later died in Canada.
Paedophile David Murray was forced to leave the
Sisters of Charity in Kilkenny in the mid-1970s after
a boy said Murray had raped him. Rather than report
this to the gardai, the Sisters helped Murray find a
new job at Scoil Ard Mhuire at Oberstown, Co Dublin,
where he worked for several years. Murray is believed
to have had links with Welsh paedophiles who
travelled between here and north Wales and even found
jobs for some in State care homes here. He was
eventually convicted of buggery and gross indecency
and sentenced to 10 years' imprisonment in 1997.
By the time he was arrested and questioned in the
mid-1990s, Murray had raped and abused boys in a
succession of homes here and, it is believed, Wales
and possibly Northern Ireland. Details of all this
were excluded from the report which concentrated
almost exclusively on the abuses in Church-run
institutions.
Ms Byrne said: "The Government has been aware
of the abuse that went on in state institutions for a
very long time. [Judge] Mary Laffoy resigned because
the Department of Education would not give her
papers. They must release these papers if the victims
in these places are to get the kind of closure that
the clerical abuse victims have had in the redress
process."

Terence wheelocks documented photos of bruising
and bloody clothes.
The dublin city coroners court heard at the
inquest in to terence wheelocks death. That there was
thirty five photos taken on the day after terence
wheelock (20) detention at store st garda station.
They were taken at the mater hospital on the 3/6/05
and showed extensive bruising, cuts and larceratons
on the young mans body consistent with time of
arrest.
It also heard from the the states science forensic
expert that blood had been found on mr wheelocks
clothes ie tracksuit top ,bottoms and and shorts on
the deceased.
There was a witness Mr simon doherty of summerhill
stated that he witnessed terence wheelock being
assaulted by gardai on arrest
The inquest in to the death of
terence wheelock (20) came to a dramatic halt
yesterday.
After the coroner brian farrel heard that there was
thirty five photographs catergorising extensive cuts
and bruising on the young man body.
These photos were taken as a mater of routine after
wheelock was admitted after sustaining injuries while
being detained at store st garda station on the
2/6/05 on suspicion of car theft along with three
others. He died three months later on the 16/09/05
after failing to regain conciousness.
In dramatic scenes the court heard from Dr marie
cassidy that she examined terence wheelock body at
the matear hospital two months after his admittance
although she was not aware of this she stated.
When asked by barrister Mr sean gillane council for
the wheelock family if there was any bruising on the
body of mr wheelock she stated that there was not,
except for a small wound on the back of his brain
possibly in her opinion at least a" couple of
months old" when she was confronted with the
photos catergorising extensive bruising she said she
had not been aware of this, when it was put to her
that in fact these photos were available to her and
were indeed listed in her personal notes, which were
read out to her, she stated that this must of been an
"oversight" on her part, and accepted that
when she examined the body sufficent time had passed
for the body to heal itself of injuries.
The court went in to legal argument as wheather the
photos should be shown to the jury as the state
wanted sufficent time to examine these themselves.
marie cassidy stated that evidence relating to
wheelock forwarded to her had been limited.
Council for the wheelock family then called the
states lab forensic expert who said in evidence that
although he found blood on terence wheelocks clothes
ie top , bottoms and underwere he did not test this
blood to ascertain wheather the blood indeed was mr
wheelocks.
Asked why he did not do so as this was a potential
crime and that all avenues should be examined he
stated that he was instructed only to examined the
ligature,
when asked by whom these instructions came from he
stated that garda oliver hanley asked him to examine
the ligature only.
superintendent hanley was appionted by the garda
commisioner to investigate the circumstances
sourrounding terence wheelocks death.
The court heard from a witness and neighbour of mr
wheelock Smon Doherty of sean o'casey ave summerhill,
who was arrested along side wheelock on suspicion of
car theft,
That he witnessed the deceased being assaulted by
gardai upon arrest "they whacked terence head
off the side of the van and twisted his broken arm
behind his back" he went on to claim
the"terence didn't rob the car. i did terence
had nothing to do with it"
when they got to the station they were put in cells
alongside each other. The witness stated that he
heard scuffles and commotion coming from wheelocks
cell and they were slagging terence text messages to
his girlfriend he then said he fell asleep.the court
heard the night befor he had taken sleeping pills. He
was woken by two detectives who took his lace from
his tracksuit bottoms and left the cell he was then
released a short time later and saw gardai sealing of
the cell with crimescene tape.
The coroners was told in two consecetive days from
garda witness, nine in total that terence was in good
form when detained and that there was banter between
the prisoner and gardai, although at times there
version of events differed greatly from each other
and from custody records, some gardai put gardai in
the vicinity of wheelocks cell these gardai denied
being in the station at all, this was put down to bad
recollection and the time thats has elapsed since
then. All the gardai deny that the deceased was
assaulted in any way and at all time he was treated
with respect.
They also gave in sworn evidence that the noticed no
bruise's or cuts after strip searching the prisoner
nor did they notice any blood on the deceased.
Te coroner brain farrel stated that the evidence that
has come to light should of been available to him he
instructed Dr marie cassidy to go back and review the
evidence in light of the new photograps and adjourned
the inquest to the 15 of dec next month.
The wheelock family are calling for a full
independent inquiry in to the death of mr wheelock
and have no faith in the internal garda investigation
they have always maintained that terence was severly
assaulted in store st garda station.
In their opinion they feel only an independent
inquiry cas establish the truth in the circumstance
sorrounding terence wheelocks death.

DALKEY 'house of horrors' victim Cynthia Owen says
the paedophiles who abused her are still living in
Dublin.
In an emotional TV appearance, the woman who was
impregnated by her father at the age of 10, said a
paedophile ring operated in the capital in the 1970s.
And although her father is now dead, she says that
up to eight other child abusers are still alive and
at large.
Ms Owen last night outlined in graphic detail the
extent of abuse that occurred before and after she
gave birth to a baby that her mother then stabbed to
death with a knitting needle.
"They died laughing at me and taunting
me," Ms Owen said of her parents on The Late
Late Show.

Eighteen people have been charged after a failed
attempt to fly more than 100 African children out of
Chad amid claims they were orphans from Darfur.
Nine French aid workers and journalists, seven
Spanish flight crew and two Chadian nationals were
charged with kidnapping.
A judge in the city of Abeche also agreed to allow
prosecutors' charges of complicity against three
French journalists and the flight crew.
The Europeans were detained in Abeche last
Thursday as they prepared to fly 103 children out of
the country. The charity behind the flight claimed it
was innocent, saying it believed the children were
orphans from Darfur, the war-ravaged region of Sudan.
However staff from the UN children's agency Unicef
say many of the children, now at an orphanage in
Abeche, cry at night for their parents and say they
are from villages in Chad.
Some of the children have said their parents were
still alive and they were lured from their villages
on the Chad-Sudan border with offers of sweets and
biscuits.
Chad's Interior Minister Ahmat Mahamat Bachir
warned the aid workers from the French charity Zoe's
Ark could spend several years in jail. The nine
French detainees will face charges of attempted child
abduction and fraud, the prosecutor's office said.
The seven Spaniards will be charged with being
accomplices to the crime, as will the two
unidentified Chadian nationals.
It is possible the prisoners will be transferred
to a jail in the capital, N'Djamena, where another
European - a Belgian pilot - is in detention but is
not reported to be facing charges.
Most of the children are believed to be between
three and five years, with the oldest perhaps nine.
The charity says it was trying in good faith to take
children abroad for medical treatment. But aid
workers said they were not treating any of the
children for any serious illnesses or injuries.
The children were due to be housed in host
families who paid the group several thousand euros
each.
Zoe's Ark said the operation offered a better life
to orphans from Sudan's war-torn Darfur region, many
of whose people have fled over the border to camps in
Chad.
Zoe's Ark had previously said it aimed to have
children adopted but stopped referring to adoption,
which is not authorised in Chad or Sudan, after
France's Foreign Ministry issued a warning about the
group in August. The ministry said there was no
guarantee the children were helpless orphans.
French President Nicolas Sarkozy has said the
charity workers' actions were illegal and
unacceptable, while Chad's President Idriss Deby has
promised "severe punishment" for what he
has described as a " kidnapping" or
"child trafficking" operation.
He suggested the children could have ended up
being sold to a paedophile ring or used to supply
human organs.
"These people ... treat us like animals. So
this is the image of the saviour Europe, which gives
lessons to our countries. This is the image of Europe
which helps Africans," Chad's official
presidency Web site quoted Deby as saying.
Interior Minister Ahmat Bachir said if they were
found guilty, they would face up to 20 years in jail
with hard labor. Prisoners in Chad are often put to
work for the state.
Gilbert Collard, a lawyer for Zoe's Ark, accused
Chad's government of using the situation for
political ends. He said the children were from a
region on the border between Chad and Sudan and
"we are unable to tell which country they are
from".
The incident threatens to complicate relations
between France and its former colony. A predominantly
French European Union force is preparing to deploy in
eastern Chad, one of Africa's most violent regions,
to protect civilians there.
The French ambassador in Chad has said those
involved in trying to fly out the children would have
to face Chadian justice.
"We hope the Spanish, who in the end were
those that did the transport, are not responsible,
remain uninvolved and can return home as quickly as
possible," Spanish Foreign Minister Miguel Angel
Moratinos said late on Monday.
